TACDC and the 82nd Legislative Session

The Policy Program's goal is to engage in public policy research and education related to community economic development (CED), particularly as it effects community-based organizations in Texas. The Policy Program accomplishes its duties by presenting accurate and timely information contained in reasonable policy platforms that are presented through an annual Community Development Conference, an annual Policy Summit, direct encouragement of sound public policy, and actively participating in legislative meetings, agency hearings, and a variety of community development conferences.

UPDATES ON BILLS IN SESSION


TDHCA Sunset (HB 2608)

Passed house, was amended to give preference in the awarding of tax credit to developers organized to pay franchise taxes in Texas and to developers who have already built a significant number of units for the department. Referred to Government Organization, up on the 16th.

TACDC Executive Director, Steve Carriker, and Foundation Communities Executive Director, Walter Moreau, visited with Senator Juan Hinojosa�s office on Tuesday about the Darby amendment to the TDHCA Sunset bill. Senator Hinojosap had already identified the preference provisions as special interest language and has directed them to be deleted from his CSHB 2608. He had not been informed of the impact of the increase from 2MM to 3MM, so we made a case for keeping the lower limit. Raising the cap necessarily means fewer, larger, and more concentrated projects.

TSHAC Sunset (HB 1818)

Passed house, amended to allow Public Housing Authority boards in Texas to evade tenant-seat requirement. Referred to Senate Committee on Senate Government Organization.

We�re told that this is allowed under HUD rules for PHA�s with less than 300 units � although we do not necessarily agree with the policy. The amendment is clearly not germane to the bill, so TACDC has asked Hinojosa to delete the amendment.

Transferring single family mortgage revenue bond program to TSHAC, passed house. Referred to Senate Committee on Senate Intergovernmental Relations

HB 59 (Martinez)

On General State Calendar for Thursday. Requires recipients of financial assistance administered by TDHCA, including multifamily bonds issued by TDHCA, to offer very low income units and to accept Section 8 vouchers.
