Follow these steps to get licensed:
1.
Register each individual falling under the SAFE Act into the NMLS System
«
OBTAIN YOUR NMLS UNIQUE IDENTIFIER NUMBER –
You MUST create an account
and receive your “Unique Identifier” number through NMLS before
you register for an NMLS approved class.

YOU MUST RECEIVE YOUR
‘UNIQUE IDENTIFIER NUMBER’ FROM NMLS TO REGISTER. YOUR REGISTRATION
WILL NOT BE PROCESSED WITHOUT IT.
We will need this
number to bank your hours through Pulse Portal upon completion of the
course. For instructions on where to get your Unique ID #,
click here.
Pulse Portal is where your education record will be kept
and maintained. Each course is limited to 50 participants - so
sign up now to secure your place!
Your attendance for the
full 20-hours is mandatory. Please schedule your travel accordingly.
NOTE:
This course is approved by the
NMLS for content. The content meets NMLS requirements for the mandated
20 hours of Pre-Licensing education. It is intended to help you pass
the required State and federal tests. It is not intended to provide
training in underwriting and other skills which may be necessary for
mortgage origination.
3.
Complete
your 20 hours of education including:
o
3 hours
of NMLS approved Federal law and regulations
o
3 hours
of NMLS approved ethics
o
2 hours
of NMLS non-traditional lending
o
12 hours
of NMLS undefined education
4.
Enroll for your State of Texas Test
1. Go to
www.PearsonVue.com
2. Click on the “Test Taker Services” tab
« Select your Category – pick “Real Estate Appraisers, Mortgage
and Loans”
« Select your Program – pick “Texas Mortgage Brokers” (this is
your section even
if you are
only obtaining a Loan Officer License.)
3. Select Register for an Exam
4. Set up a user name and password by clicking on “Create an Account”
(under the log in button, in fine print)
5. Set up your information and pick ‘Loan Officer’ (this applies
even if you are a ‘Foreclosure Counselor’)
6. In the Test Takers page, on the left menu, under ‘My Tasks’, click
on ‘Schedule a Test’
7. In Bold Red you will see a statement “Register for an Exam”
8. For the ‘Company/Assoc. Sponsor/Testing Category’, select ‘Texas
Savings and Loan Department’
9. For the ‘Test Program’, select ‘Texas Mortgage Brokers’
10. For the ‘Test’, select: ‘Loan Officer (Exam Only) ( 38-TX-02)
11. For the Language: select your preference
12. Schedule the test by selecting your city and the date and time that
best fits your needs.
13. Once you have completed the test, hold onto your passing score
until your MU4 has been approved by the state.
5. Enroll for your Federal Test – NOTE: YOU MUST PURCHASE THE TEST

Select ‘Professional Requirements’ TAB
3. Click on ‘Testing’ on the sub-menu bar
4. Select ‘Test Enrollments’ on the Menu to the left
5. Select any state as Texas is not in the system yet…
6. Select ‘Next’ on the bottom of the page
7.
Select ‘SAFE Mortgage Loan Originator Test -
National Component’
8. Select ‘Add to Cart’ and follow the process from there to
PURCHASE YOUR TEST
THEN – to SCHEDULE your test - CALL:

6. Your
trainer will bank your 20 hours of education credit. After 10 days, you
can check
www.pulseportal.com
to verify that your hours are banked. This will be your permanent
record with NMLS of the education you have completed.
7.
Take
your scheduled State and Federal Tests.
They may be taken in
any order.
8.
Prepare
your
MU4 Form
online through NMLS
for processing when the State goes live in April*
NOTE: upon receipt, the SML will mail you a FastPass for fingerprint
processing. As part of the process, you will be required to pass a
credit report check AND background check which includes:
o
10 years
of residence history with “to and from” dates; and
o
10 years
of job history with “to and from” dates – NO GAPS! If you were
unemployed for any period of time,
show the “to and from” dates and state “unemployed”
*Be sure to indicate that you want your state test
certified when you create your MU4.

NOTE TO EXECUTIVES
Since the governmental entities and non-profits
have previously been exempt in Texas, you must register your
department/agency/organization with the Texas Department of Savings and Mortgage
Lending using the
MU1 form.
Non-profits will list their legal name, governmental departments will list their
department. Take note of the

. The Department Directors and the
non-profit Executive Directors will also have to fill out the
MU2 form
as the official contact person. If your department or non-profit has an
off-site/satellite location, you must register that location as a ‘Branch’ using
the
MU3 form.

UPDATE FROM Texas Department of Savings and Mortgage Lending:
Certain HUD-Approved Housing Counselors Not Subject to Registration and
Licensing Under NMLS and Texas SML
Members of the Texas Foreclosure Prevention Task Force (TFPTF) met recently with
Texas Department of Savings and Mortgage Lending Commissioner Douglas Foster,
Director of Licensing Sandra Weller, and General Counsel Caroline Jones, to
discuss the registration and licensing requirements for HUD-Approved Housing
Counselors under the Nationwide Mortgage Licensing System (NMLS) and the Texas
Savings and Mortgage Lending (SML).
Commissioner Foster understands the critical work of the housing counselors in
Texas and indicated that certain counselors would not be subject to registration
and licensing under NMLS or Texas SML.
Specifically, counselors who are an employee of a 501(c)(3) HUD-Approved Housing
Counseling Agency when engaged in activities (outlined in 24 CFR § 214) such as
foreclosure prevention counseling, pre-purchase counseling, and reverse mortgage
counseling, but not engaged in originating loans or the decision making process
of loan organization are NOT subject to registration and licensing.
